Download Speed & upload speed

I can understand the logic, you don't want people downloading who aren't uploading, OK I get that. But I also notice that when no one is there to upload a file that I am allowed to download it either. I agree with the idea of people helping people, but I don't think that if I may want an obscure file or one that no one else wants, that I should not be allowed to download the file. But this is the situation. Is there a way to fix this?
I would think that I should be able to download files at whatever speed is available whether anyone else wants to download them or not. And if someone shows up to start downloading a file, they can have the priority of bandwidth and cut down on any other files I may be downloading. That way, I would be helping 'the community' as much as possible, but would not be penalized for no one else being there or wanting the same file I want.
That makes more sense to me.
Thanks

That is a correct observation. You are downloading from other guys just like yourself. And if they are uploading at 3kB/s then you are downloading at the same speed. And if you are not downloading anything then you are probably waiting in their queues while they are uploading to other people.

It depens on which frame you're watching in Transfers-page.
'Uploading'-frame shows the clients you are currently uploading to. 'Downloading'-frame shows the clients you are downloading from. 'Downloads'-frame shows the files (and it's sources) you are downloading.

I think if no one is there to GET them from me, and people are there to give it TO me, that I should be able to GET the files whether or not someone wants to get them FROM me.

No it doesn't! There is no such direct relation between your uploads and downloads. There is client to client relation due to the credit system, but it has nothing to do with speeds. It only effects the time your request has to spend in other clients queues.

That's the way it works already. I'm uploading plenty to people who has nothing to 'offer' me, at least not yet.

I have a download list and there are many sources but nothing downloads UNTIL someone at the bottom uploads from me. And I am only able to download at the speed the ones in the bottom window are uploading at.
So do you actually have things downloading when there are no people in the bottom window uploading? If so, that doesn't happen to me.

And even if fileA says there are 74/121 sources, it does not download to me until someone is there at the bottom to upload from me.
So, unless someone wants a file from me, I am unable to download a particular file.

@sriwami IT is the same, press on the icon left next to the "downloading" text for a other view.
