Problem With Ipfilter.dat

Hi all,
I just downloaded the last version of ipfilter.dat and I found that the ip@ of this site (emule-project.net) was in the blacklist file as reported below, having my Test Connection failed on TCP and UPD ports:

094.016.112.000 - 094.016.123.255 , 000 , hosting

Why it was blacklisted? Is there a specific reason or it's a mistake?
After removed this line, my Emule worked correctly again.

Is still valid as solution to continue to use such ipfilter file or is better to remove it and use only a VPN connection?

The range(s) belongs to German hoster, and had been blocked for quite a while.
Andrey23 should make an exception for emule-project.net's IP.
Fortunately, this mistake affected only port test.

VPN and IP filter have different functions; the filter still should be usable.

I took the ipfilter.dat from upd.emule-security and it seems very recent. Any suggestion where download from another website location?
