Open Ports In Pc Through Moviles how?

Hi.
Just new here.A question .Is there any way I can open ports in my PC emule through my movile ? I dont have wifi or a router in my pc.I navigate internet connecting my movile to the pc.Emule always gives me a low ID.I have tried other forums and it seems rather complicated of confusing. I even tried calling my telephone company with no results .I have a Galaxy using Android and unlimited capacity to navigate in 4G...Well that is the question.I suppose this topic has been mentioned before.

4G?
In mobile network, usually only VPN with port forwarding could get open ports.
