Have you any Firewall on your computer?
Disable it and try again.

Check your router: Do you see the port forwarding rule?
What IP address has the router on the WAN interface?

Is is the same IPv4 that results wehn visiting whatismyipaddress.net?

Please post both adresses.
Make sure you don't have the LAN IP of the router. It must not be in the range of you computer's IPv4 address.

You might have CG-NAT.
Conclusion: No High ID possible.
If you want to know why, I'll tell you more.

This is a private IPv4 address, so your provider does CG-NAT.
You can't get High ID in this situation, because you provider operates a NAT router like you do, but doesn't create a port forwarding rule for NAT.
Ask you provider about a public IPv4 address to get High ID.
