Portforwarding LowID and no way to find out why

I get LowIDs since a couple of days, because my ports are not forwardedd / unavailable.
I have permitted emule in the windows10 firewall.
In the Fritz! Box 6490 cable I defined the same ports like in Emule ...
- Emule reports on port testing: No communication via TCP
(Yes I have a PUBLIC IP)
I tried some things: Fritzbox as "Exposed Host", Windows Firewall off and both together.
2 more Windows10 computers in the same network ... 1 Windows 7 computers in the same network ...
No chance - the ports "stay closed"
I have contacted my ISP (Kabelplus Austria) - which means that everything is alright ... it will probably be caused by Fritz! Box 6490 cable - they support themselves.
Well - AVM support contacted: answer, after sent data and description of the problem:
Since access via HTTPS on the FRITZ! Box is possible, the FRITZ! Box closed as a cause.
Unfortunately, I can not offer any further solutions. In an in-depth investigation of the error, we should only determine the conditions and requirements that I have communicated to you. Exceeding causes of error are still known in our products in the product environment.
How do I find out why?

1. Power cycle the router and check connection.
2. Try if other applications that need port forwarding would be working.
3. Turn on UPnP in Fritz and in eMule.
4. If none of these helped, resetting the router to factory defaults might be suggested.
But before resetting make sure you know how to set it up again, or you would be left without internet.
Usually interface provides an option to save and restore configuration as a file.
In that case just restore the saved configuration after reset.

I already Powercycled the router several times ...
Also UpnP is enabled on both sides, but doesn't work ...
Ad 2) ... what programs could this be ?

As for programs, this is not necessary, but a small list could be found here (do not buy forwarding utility).
Yes, I tried both in all possible variations ...
... under your link I didn't find any downloadable program, where I can test my configuration. The PF-tool is just a miracle to me, cause it simply does nothing, what I havn't done already.
Maybe there exists a small freeware game or other program, where I can check if it's just an emule problem ...
btw. - bitTorrent works ..

Meanwhile I resetted the Router to factory default and did a newconfiguration ... and now it works :-)
