My Isp Gives Me A Private "public Address"! Am I Screwed? Is there a work-around for "carrier-grade NAT"

I have just moved to Israel and for the moment Bezeq is my ISP.
Even the TCP test (i.e. the first test run when I click on the "Test Ports" button of the "Connections" tab in "Options") fails.
Please trust me if I say that I have configured port-forwarding correctly, but upon closer inspection, I note that:

1. My eMule client (v0.50a) is testing 141.226.177.255 -- and indeed whatismyip.org tells me that my IP address is 141.226.177.255; HOWEVER
2. My router log (it's a Netgear D7000) is telling me that my "Internet address" is 100.68.55.204 -- which is of course a private address. This address is assigned to my router by the ISP via DHCP. ( via DHCP over IPv4 over PPPoE over VDSL2, to be precise).

I believe that 1 & 2 above imply that the ISP has some big carrier-NAT somewhere beyond the reach of my router. And the fact that the TCP test fails means of course that ports are not being forwarded by the carrier-NAT down to my Netgear D7000.

Is there anything I can do to get the ducking carrier-NAT to play nice? For example, is there someway to configure my Netgear D7000 to propagate uPNP requests to the big ducking carrier-NAT in the sky? I have tried the following two things with no success:

a. I set the eMule ports to be 65500 (hoping that perhaps a really high port number might be forwarded straight through;
b. I set the eMule ports to be 1022 and restarted eMule as administrator (and checked via netstat -a that eMule was indeed listening on that port)

Any suggestions for how I might get a high-ID in the presence of this private "Internet Address" are welcome.

Of course I will post all the "regular" debugging information here if my analysis above seems clueless.

100.68.55.204 is a private address, and you will never get highid

Call the ISP and ask if it's possible to have a public IP or to forward ports for some of your applications.
INCONCEIVABLE! - You keep using that word. I do not think it means what you think it means.

In case ISP asks, it might be safer to tell that you need ports for games, for example - but not for P2P. :)
