The message about a potentially incomplete file (complete sources = 0%) isn't always displayed.
I don't think there is a method to enable or disable it, however I checked the same my preferences.ini (and found nothing); anyway I could be wrong, hence I'm asking.
Shouldn't that message be displayed always when trying to download that kind of files?
Or does emule know in some way the file is complete even if the search shows 0%?
Complete message:

Potentially incomplete file:
SomeFileName.SomeExtension
This file is supposed to be incomplete in the network and can therefore most likely not downloaded successfully! Do you really want to download this file?

Edit: In the meanwhile, I found (in another topic) that message appears when availability is equal to 50.
I'd lower that setting (to 0 or 1), hence consider this as a feature request.
If possible, it should be added to the GUI a setting to let choose to the user that magic number.
If not possible, it should be added at least a preferences.ini setting to set the magic number to the preferred choice.
