I do not know, but the folks at Max-Müller-Bhavan in Chennai really should know, where in Chennai to learn German and where maybe not.

maybe they also can act as broker, to connect you with a German (or Austrian, or Swiss) in Chennai - the German teaches you German language, you teach them Tamil (or whatever your language is). This maybe is best as additional learning experience, not as replacement for proper courses.
