All Of A Sudden Getting Low Id

I've allowed the TCP (19594) & UDP (39263) in NIS 2013.
I do not use a router and my ISP provider Comcast does not block any ports.
I have read some of the other posts on this, but really don't understand what I am supposed to do now.
Can anyone help???

Try with NIS firewall disabled, disconnect, reconnect, check the colour of the arrows on the tiny globe (bottom-right).

1) Have you downloaded emule 0.50a from sourceforge.net?
2) Operating system used? Windows xp
3) Which firewalls/antiviruses/spyware detectors are present/installed on your pc? NIS
4) Are you using peerguardian/peerblock/ip filters or similars? And what of those?
5) Name of your ISP, name of your connection and, possibly, their declared downstream and upstream bandwiths comcast
6) How many PCs, in your home network, are using p2p programs (emule or others) and which ports are they using? mine: 4662 & 4672 - Others?
7) Screenshot of your Option -> Connections
(OR: Which ports are you using? Is UPNP enabled? What value are present on download/upload capacity/limit? And so forth)
8) How many servers do you have into your list (it's inside servers tab under emule lightning)?
9) Where do you get the servers from?
10) Number of downloading files (it's inside transfers tab under emule lightning)?
11) Number of shared files (it's inside shared files tab under emule lightning)?
12) Is Protocol Obfuscation enabled (Options -> Security)? yes
13) Found sources (Statistics tab -> Transfer -> Downloads -> Session -> Found sources)?
14) On queue (Statistics tab -> Transfer -> Downloads -> Session -> Found sources -> On queue)?
15) Max. new connection/5 secs (Options -> Extended)? 20

Comcast Modem - cable - Router (has no firewall or software) - cable to WinXP --- Win7 that does not have any p2p installed software connected wirelessly.

If you have low ID, and would try to solve it, answer to the following questions too.

Make sure you know how to reset (to factory defaults) your device and note down the data for connecting to your ISP.
(in case of troubles, you can reset the router and you'll need those data - vpi - vci - username and password of your connection, and so forth...
those data are personal/private, you_SHOULD_NOT_post_them_here --- ONLY_you_should_know_them).
20) Manufacturer and model of your router

Here too, a screenshot would be welcome.
If you have reserved an IP address (from your router settings), it is not necessary to set a static IP to your PC.

You can try to disconnect emule, go to options connections, untick upnp, click apply, tick upnp, click apply/ok, check in your server log if upnp opens correctly your ports (and connect emule only after that message).
Or close emule and restart it...

Also with the ports I was initially using 19594/39263 but when I started to get LowID I changed them to 4662/4672.
This morning I disconnected the router and plugged the internet cable directly into the PC. eMule Test Ports worked. I then reconnected the router and and the Test Ports failed again. After resetting the router I am still getting the test is still failing.
I solved the problem by uninstalling eMule and deleting all references to it from my PC & the Registry. After reinstalling I got different TCP/UDP (37896/49760). Now I am getting HighID again and the Port Test works.
