How Does Emule Open Files? Files can still be moved or deleted when in use by eMule

I hope that some people here know the eMule code well enough to answer this question.
It is always possible to move or delete a file (be it shared file or a partial file) while eMule is running. eMule just does not care and continue doing its business properly.
I would like to know what Windows filesystem call is used to open the files to make it work this way.
Thank you for your help.

eMule won't crash but of course some exceptions occur when moving a file that is currently accessed.

Bye "eMule does not care" I mean that when I move or delete a file being uploaded by eMule, it never crashes nor complains.
There is no message from the OS such as "this action cannot be completed because the file is opened in eMule".
eMule just stops uploading the file.
