When Will The Udppack Be Sent? Question about CClientUDPSocket::SendPacket function

When I analyse the sending of kad udp packet, I find the CClientUDPSocket::SendPacket function called in ClientUDPSocket.cpp, it just call the function CTypedPtrList<CPtrList, UDPPack*>.AddTail.
I want to ask when and In what format the UDPPack will be sent? Where can I find In the emule source code ?
