Security Program Alerts warnings, alerts, blocks by internet security programs

Greetings all;
When downloading or waiting for downloads I get alerts from my internet security system (F-Secure). It states that there was an incoming "Suspiciously small datagram fragment. Possibly a fragmentation attack." On protocol udp. remote address 118.33.21.134 The DNS could not be resolved.

The program's firewall blocked the packet.

Anybody know what this thingy is, is it dangerous or what?
