It has been uploading at maximum and way above the downloads. I was recently upgrading my IP and changed some of the network connections - which at first really messed up the emule. I thought I had sorted that out because emule was going very well for a few days and then... slower and slower downloads again. So I followed your tutorial and changed/added the server.met and also ipfilter to see if that would help. (I was doing that before with others.)
I have had high i.d., and yes sometimes it was going to low, and then I also noticed all the servers were low although I had not made changes in the emule. In anycase the server list appears back to normal instead of low... And it is downloading a little better than it was... time will tell. Perfect tutorial. Since posting this, I followed the assistance in IRC and did a speedtest at http://speedtest.net and after changed connections with specific kbits emule is working great. Perhaps that helps someone else.

Hello when I get to step 7 to save changes, this comes up:
cannot create
c:\programfiles\emule\config\address.datfile
make sure the path & file name are correct.
Can anyone help?
Yes, as Trebla said in other words, you might need Administrator rights on your computer system to change program files.

How many servers do you have in your list?
How long are you waiting to download?
Have you add the files to download with the new servers?

I think the server list that appeared everytime I downloaded eMule at an internet cafe (and eMule worked) was the same as I had when I first tried eMule at home (when nothing worked). !!Saugstube!! was what eMule connected to both at the cafe and at home, so how is it that eMule worked at the cafe but not at home with apparently the same server? Same ISP service (Rogers, Canada) too.
But, whatever... eMule works fine at home now and I'm very grateful.

It is very important to have a reliable server list and get the files searched when you have this list updated and filtered, if not you can have fake files between your downloads, and have an unusual slowly download speed.
Also you can have a fake High ID or a LowId if you does not have a relaible server list . Fake servers sending corrupt parts to your eMule...
