Download Speed Is Extremely Low (187 B/s) It's about "ban" policy, isn't it?

20 kB/s --> decreases to approximately 184 B/s (per a source)
and Upload Rate 11 kB/s --> decreases to 5 kB/s


I want to know what's happening.

and if you are using the official client, then it is nothing to do with 'banning'. There is nothing you can deduce from DL speeds - they are not predictable, but if upload speeds change (and UL Limit was set correctly) then it is probably ISP throttling. Try changing ports.
