I assume you're referring to ICANN and the core DNS servers? First of all, nobody "administers" the Internet. Even if DNS servers didn't exist, the Internet would still be able to function, albeit in a totally different way than we know today. I for one would hate to see the day when privately owned servers can be usurped by an international committee for the sake of some misguided sense of equality. Can you begin to fathom the bureaucracy that would spiral out of such an act? If the international community isn't happy with a few corporations controlling the infrastructure, they're free to go ahead and build their own complementary network (distributed DNS, anyone?). That would be better for them and the Internet as a whole. Also, ICANN is already an internationally organized body. Let's try to keep the politics out of ICANN and let them do their jobs.
