Small bug... the tooltip for when emule is in the systray is truncated now (when showing overhead.) Wasnt like that before this release.

Great mod otherwise 8-)

FineCS does not promote clients.
It only decrease their ratio if they are identified as "not collaborating".
This means that if such a client has downloaded more than 4 chunks than it has uploaded to you on a part file then its rating is decreased proportionally to this U-D difference.
No client promotion = no credit shaping done/affected.
The problem is not the client, it's the user

So it promotes clients having parts you need. In other words, same behaviour as partfile push.

No. It does not promote at all.
At most tit is the opposite: it punishes clients with part files that do not upload you back enough.
It's a try to stop having people in queue that have almost finished their file, have downloaded from you 500MB but gave you only the famous 1MB. Notice: FineCS does not completely avoid that behaviour but the remote client (now leecher) will have to wait some months before arriving at that point. Not just few days.
For complete file clients are neither boosted nor punished. They just have to wait enough to get their upload slot as have to do all the clients that are not punished (all thse clients are treated equally).

You punish clients because of standard emule behaviour, that is stupid. Dont' forget eMule is not a trade system like horde. The idea of eMule is to send data, not especially to people having something to give to you back.
Part files are a problem because of queue size limitation, because there's just one queue for all files,... You cant' blame users for that. People can have full queue, low line speed. People are not responsible too for the rule of the 1MB to have max credit. An so on.
So it most cases it's absolutly normal you don't get something back from 1 particular person ; but you will get data from people who don't expect something (or won't get) something in exchange. Your system is a trade system. It's credit shaping.

I have never use it too.
My FineCS is a slight touch up to the "no CS at all" usage I've been using for more than a year.

Because of some weird kind of community boost... but it is already removed in v0.5 due to popular request... [and everyone can easily become a "member" of the community, so there's no real disadvantage in it]
