Emule 0.50B Beta1 Clients On Queue Always 0

I have a very bizarre thing with eMule. I'm constantly uploading to others, upload is well populated, but "Clients on Queue" in bottom left corner of eMule always shows 0. It also shows that it has banned 2 clients.

The thing is, I think this started happening after I've migrated to Netgear R7000 router with Tomato Shibby firmware. Could be something else, but this was the last major change on network level. Not sure what feature would cause such a thing though. Ports are opened, all is green, it's just always 0 where it used to be a larger number than that. Any ideas?

EDIT:
Ok, found out what's causing this. It's QoS feature. I just don't understand how!? This is just prioritizing stuff, not dropping it...
