Well, I'm back.
Thanks to some excellent help from xSTHNSx about 4 months ago, I got my E-Mule issues resolved, but the "upgrade" to Windows 10 has me back in P(NOT)2P territory.
All of my cable modem settings remain the same, and the TCP & UDP numbers between E-Mule and my modem match. I have port forwarding in place as before, when it worked fine, and all other settings seem exactly the same. E-Mule is included as a program allowed access through the (standard Windows) firewall, but as before, even temporarily shutting off the firewall entirely does not help. When I start up, all servers "appear to be dead," and neither E-Mule nor KAD will connect at all, not even lowed.
I also cannot seem to download Server Lists from any of the usual places. When I try, the Log reports this error: Invalid version tag in server.met (0x3C)!
Can anyone suggest what additional steps I might need to take under Windows 10 to restore E-Mule?

Re-try with the full server-list, or the server-list without problematic servers (copy the links in the code you prefer, go to servers tab, do a right-click in the upper panel, click paste ed2k links):
Full server-list (all the 16 active servers, at today):
Check also if your pc (private/internal) IP matches the one in your router settings (where you set up the ports).
You could have set a static IP in your internet protocol version4 (tcp/ipv4) properties (from Control Panel\Network and Internet\Network and Sharing Centre - Connections, double-left-click YOUR_CONNECTION (ethernet or local area network or wi-fi connection or...), click properties, click internet protocol version4).
