So, I've been an emule user for several years (don't like the new version btw)
right now tho' I've got a laptop that's very small in the memory department.
I have a really large external drive and I want to know if I can
move the temp/incoming files (replace with a short cut?)
to the external drive because some of the stuff I'm trying to download
is too big.

Yes:

• If emule is already opened, go to options, directories, change the incoming files entry inserting the new path.
  
• Change the temporary files entry inserting the new path or adding it to the existing one.
  You can add a path, or more paths, using the character |. Example: c:\incompletes|d:\incompletes
  
• Close emule
  
• Move the incoming files to the new path.
  
• Move the temporary files to the new path, if you inserted the new path and removed the old one, i.e. if you have not added the new path to the old one. No need to move them in the opposite case (but they will stay in the current location).
  
• Open emule and see if the files are present.

If emule is closed, you can move your temporary and incoming files to their new paths, then open emule, change the paths, close emule, re-open it and see if the files are present.

Another method: if emule is closed, you can move your temporary and incoming files to their new paths, then open the (emule) preferences.ini (it's inside the config folder), change IncomingDir and TempDir entries, save and close the file, open emule and see if the files are present.

I can't find emule config folder... Where is it?
