Well, there was the possibility that you have enabled those rules only for the private profile or for the public one, hence my suggestion.
Because sometimes the connection seems to change from public to private and vice versa.

I just don't understand this crap. It works, High ID, everything in order, had to close eMule because I had to upload something fast, re-open it and damn thing won't connect, UPNP constantly and repeatedly failing, WTF

Options, extended, check if Remove upnp port forwardings on exit is ticked.
