I am looking for, and hoping it is possible, to imbed a file name, much like a hyper-link, on a web page that would automatically cue e-mule to download a specific file, assuming e-mule is up and running in the background. Is it possible, I fear not.

Hi, yes, it is possible, you can read about this feature in eMule online documentation.
In short in eMule in Shared Files windows right click on a file and choose "eD2k Link..." then click "Copy". You may find advanced option "Add HTML-Tags" useful, too.
You can use eMule LinkCreator as well, read in the linked page.
