Firewall Off, No Router & Still Low Id? Help needed..

I have turned off the firewall, plugged my ether directly into the wall and I'm still getting low id.

It can only be my ISP, right?

Yes, it should.
What is your firewall?
Which Windows version?
What is your ISP?

Possibly, but not necessarily ISP.
