I have a few files that are partially complete and sources are rare, but sometimes there is a source and it might appear to be downloading at a very slow speed, like 200-300 b/sec, and for a while the completed number will change, at what seems much too fast, and then when it goes off it goes back to the original amount completed. Is there any explanation for why this happens of if anything can be done about it?

Probably malicious clients sending you highly compressed junk data, which will be removed once the part is completed and the corruption is detected.
