Please help with the default settings of emule. Where does it state whether or not emule automatically has access to your files to share or not? Thanks.

You can select files and folders for sharing inside shared files tab, see left panel, all directories, browse to the directory that you want to share, right-click it and click share directory. If you click share with subdirectories, the child directories will be shared too.
You can also choose file by file (see the squares near the files).

The completed files inside the incoming folder are always shared (after clicking reload or after an emule restart, i.e. a new session).
The incompleted files inside the temp folder(s) are always shared.
The categories folders are always shared.
