Too many times users do mistakes during eMule installation wizard, particularly they change default option during 'Decide how to share eMule with other users', this will cause they try to use C:\Program Files(x86)\eMule\Temp, eMule and eMule cannot write there.
First welcome screen, Choose components and Choose should be removed, too.

Please do not tell me about running eMule as administrator: the principle of least privilege exists from the seventies!

A drawback is an experienced user have to install eMule and then change default options, a workaround can be to use installer command line switches to customize the installation procedure.
