A lot of people struggle with the telenet provider in Belgium.
even after allowing emule on all ports in the windows firewall, forwarding the ports on their router (if any besides the telenet modem), the TCP connection test fails and they get a low id.
the trick is to log in on their modem on the "My telenet" web page and ALSO do a port forwarding (the modem has a built in firewall).
Go to:
My internet/wireless configuration/Advanced
Select the 2nd tab "IPv4 Firewall & Port forwarding" and create a TCP and UDP rule... AND SET TO TO ACTIVE.
Save settings and you're done

1) They are creative! Good to know if this happens to other providers in the future
2) By doing a port forwarding on "My telnet" they know without any efforts what clients do with their internet connection...

Unless there are particular requirements for the local network, I would disable router firewall completely and use computer firewalls instead.
