Stalled Waiting For A Block Request Emule i have 100 Mbit optic connections

Not requesting now blocks is rather a problem from the downloading client, in this case amule. Also you only have 3 downloading clients, so its hard to saturate your line with that few clients interested in downloading from you.
That said, the current dev version has vast improvements for uploading with such a fast line and you might want to check it out (http://forum.emule-project.net/index.php?showtopic=156991)

As I said, this state is likely a condition caused by the remote client, which in this case are both not eMule. Possibly they don't need any new blocks from you, their download lines is saturated or other stuff.

This is not related to your problem, but you have got yellow arrows, you should fix that if you can, click here

Emule gives 10 megabytes and disables and re-enqueues how to give out any more ?

You cannot increase the chunk size (9.28MB) with an option switch, if you asked that.
Please hide file names in your picture or remove it.

But when you do not have enough downloaders to fill your upload, then clients should receive more than just ~10mb, they should not be kicked and sent to end of line. :confused:
