Problem Saving Config For Each User "Each user has its own config" option is not "sticking

During the install, I chose the "Each user has its own configuration and downloads" but for some reason (v0.50a) is not saving that config and is defaulting to saving the config in the program files directory.
This, of course, is a problem when running under Windows 7 (Home Premium 64bit).
I also tried to run as administrator and change the option under Extended options, but upon restarting e-mule, it has reset itsself back to "Store config and downloads in the program directory".
Basically, because the relevant directories don't exist e-mule is trying to create all the missing directories on startup - I get a bunch of error messages.

How does e-mule know where to look for config when it is starting up? Is it the existence of config in the per-user areas that triggers this? Is there a setting that has to sit in the program directory? Is it a registry entry?

Something has stopped the install and it is not working properly. Oh, it has installed fine and is running on a laptop with the same version of windows - so it's a bit of a weird one.

Id est, with emule closed:
1) right click on emule icon, click "run as an administrator"; or
2) right click on emule icon, properties, compatibility tab, tick "run this program as an administrator";
you can check this image: compatibility tab (click) ; or
3) disable completely user account control (UAC) from control panel
