Besides, Low ID might be a smaller problem than incorrect upload limit setting (what are those?) or fake servers.

eMule can use an IP filter. Have you tried to find guides for clean servers list or read the link given you above?

2) options server: click "list..." button, it opens a notepad file, put the following links and save/close the file:
http://peerates.net/servers http://shortypower.org/server.met http://gruk.org/server.met
3) server tab: one single left click on a random server, ctrl + a , press "del" on your keyboard
Or: one single left click on a random server, right-click on a server, click "remove all"
4) server tab: update server.met from url: put one of those three links at point 2 and click "update"
5) try your new servers
If you are using ip filters, peerguardian, peerblock, and similar programs, check if they are blocking IPs of your servers.
If this doesn't work, disable your firewalls (windows xp firewall and NIS), double click the lightning (disconnect/connect), check the diagonal arrows on the little globe: if green, you will set in a better way your firewall (only one).

My servers are now:
!!! Sharing-Devils !!!
eDonkeyServer No2
eMule Security No1
eMule Security No2
EvilBoar
PEERATES.NET
PEERATES.NET
PeerBooter
TV Underground No1
UsenetNL.biz No1
UsenetNL.biz No2
I am getting a low_id on all of them even with NIS2012's Firewall turned off.
Address.dat now contains:
http://gruk.org/server.met
http://peerates.net/servers
http://shortypower.org/server.met
http://www.gruk.org/server.met.gz
http://www.peerates.net/servers.php
In NIS2012 eMule is set to allow. In General Rules I've already added a rule to connections to and from other computers.
As I said earlier eMule works for weeks with High-ID and then all of a sudden I get Low-IDs

example:
- telephone jack - adsl filter - ethernet modem - router - 3 pc (1 wireless, 2 wired)
How many pcs are using p2p programs (emule or others) and which ports they are using.
Which firewalls/antiviruses are present/installed and enabled on your pc?
Are you using peerguardian/peerblock/ip filters or similars? And what of those?
Is Windows XP firewall disabled? If yes, from control panel or from services?

Modem attached to Router (has no firewall or software) using ethernet cable.
WinXP attached to Router using ethernet cable.
Win7 that does not have any p2p installed software - connected wirelessly.
Ports being used: TCP 4662 & UDP 4672
Using Norton Internet Security 2012 Firewall & anti-virus.
Have no idea what eerguardian/peerblock/ip are so guess I'm not using them.
Windows Firewall is turned off.
I think that is everything you want.
Really appreciate your help in this.

And of your router?
Screenshots of your router menus are welcome:
- UPNP
- DHCP (static dhcp/dhcp reservation)
- virtual server/port forwarding or similar
- eventual firewall screen (of your router)
Have you put static ip to your pc (into tcp/ip properties of your connection properties)?
Here too, a screenshot would be welcome.
