Just in case this helps the next victim of this problem:

I had the same basic symptom: "TCP test successful" and "UDP test failed".

I've been using the same set-up for a very long time, but just replaced my Wifi access point and had made some other changes to my home network set-up, so I assumed that I had misconfigured something. Took forever checking and testing and .... NOTHING. Very frustrating.

Finally, on the strength of the previous posts here, I decided to change my eMule client to change from using port 5662 to port 7662 (for both UDP and TCP, emule and kad). Exited and restarted eMule .... works perfectly.

The bug seems to be in eMule as well as in the connection test, because both the test failed and eMule Kad wouldn't connect. The obvious guess would be that the port number being tested and used is (under some condition) not the port number that is written in the Options-->Connections box. By giving a new number, it is reset to be what is written. (Just trying to be helpful in case a dev is reading this. This was real annoying.)
