When the minimized tab is clicked emule disappears task manager shows it is not running emule will not restart and CreateCrashDump=1 did not generate a crash file. The operating system is windows 7 64 bit.

Probably you are just missing the tray icon, Windows 7 hides tray icons by default. The taks manager shows only windows, not running application so you have to check the Processes tab to make sure eMule is indeed not running.
You can customize the tray icons by right clicking on this area.

You're right I managed to get the icon to display but the toolbar won't stay put. Emule still disappears from the taskmanager applications but emule.exe shows. Vuze does not have these problems.

I have the same problem with Windows 7. Initally Emule does show on the hidden icon list. Once the list is displayed Emule disappears and I have to log on again.

You could try to use command line:
emule restore
