Vista Low Id - No Router Or Firewall

Hi Everyone,

I thought I was getting good at this... I've set up e-mule and port forwarding through routers quite a few times, sometimes with issues sometimes without but always got High ID in the end. But....

I am on a Windows Vista laptop, connecting through a 3G Broadband modem (I.e. NO router, no hardware firewall, a direct connection). I am getting Low ID.

So, I've tried everything I can think of. The list includes configuring Windows Firewall, turning it off altogether (not really a long term solution anyhow as this is a direct connection to a public use computer!), changing ports, lowering connections allowed in e-mule, turning internet security settings down/off, you name it. Something is still blocking my connectivity.

Essentially, with no router, no internet security, and no firewall I am still getting a low ID!

A few questions:

Could it be my ISP? If so how can I test this?
Is there anywhere else in Windows where a port could be blocked?
Does anyone have any other suggestions as to what could be causing this?

I *thought* I was pretty technical, so if you need any further info please just ask!

Do you use ipfilters?
How many servers do you have?
Do you use any other p2p program (with the same ports of emule)?
What server list are you using (peerates, gruk, or whatelse)?
Does your connection is adsl/dsl? Or gprs/edge/hsdpa/umts? Or satellite/wimax/w-adsl? Or what?
Provide manufacturer and model of your "modem" and tell us how your pc is connected.
