Your speedtest told you that you have 276 kbit/s of upload, right? (hope you closed emule and other p2p apps before testing). This is about 34 kB/s, so you shouldn't set your upload limit higher than 28. Or instead you could try to use Upload speed sense (in exended options).

Also it may be better to lower your connection limits:
Set Max. connections (in options, connection) to 250 and connections/5 secs (in options, extended) to 12.

you now should have 16 servers.

then:

your pc download the file

open the file

get out in desktop the file: guardian.p2p

rename it: ipfilter.dat

put the file in emule\config

go in options security

select: filter servers too

click reload

press ok

you now should have 8 servers

until you don't set them, id will be low.

Will this solve my problem of "dead servers"?

your certainty is not mine

if you obtain a high id when your windows firewall and norton firewall are disabled, and without ipfilter, (close/restart emule) your router is setted properly (or upnp is working fine) ... otherwise it isn't.

Well, something is blocking emule. Maybe only TCP connections are blocked, not UDP. This would explain why you can find sources with Kad, but cannot connect to them.
If it's neither your firewall nor your router, it could also be your ISP. In this case you can try to change ports and enable "allow obfuscated connections only".

But honestly, how can you rule out the possibility that your fw or router is the problem?
I would also suggest, at least you should disable Norton fw for some time to see if it helps.

I've tested firewall and Norton (disabled them, then tirned off and on emule. Everything the same.

I have a questionn. Are TSP and UDP ports are given automaticaly by the program? We (me and my father) made a rule for our ports in router settings. But all the same. TCP test failed.

I heard with some firewalls the set rules are still active even when you disable the fw. Not sure in which way Norton is acting here. Check again if it it is allowing both incoming and outgoing TCP transfer for eMule. Or better set the rules for emule again from scratch.

eMule uses random ports but only when installing a fresh new version (not just an update).

E-mule was working fine with me, until yesterday. At that point there was an announcment that the server was dead and since then there is no connection to eD2K (it says that there are no avalaible servers to connect to). The connection with Kad remains active. The result is that I can only searh for files in Kad and the downloading is rather low (uploading is normal though). How can I reconnect to eD2K? (my id is low)
