Well, definitely the time is not wrong to get familiar with Kad
a. If you got a connection than it's ok. I personnally had problems with the nodes.dat from emule inside the last time I tried, but that's some weeks ago now, maybe they updated it in the meantime. Just in case it doesn't work, an alternative for example can be found at nodes-dat.com. (BTW it's called no
des.dat)
But it's important to know that you only need to download an external nodes.dat if you don't get a connection to Kad at all! There's no better/worse nodes.dat, it's only important that it makes you get a connection. eMule then updates the nodes.dat automatically.
b. Bootstrapping has a meaning, but it's hard to explain, so I won't

But yes, here it basically means the same as connecting.
PS: The difference, I think, is that with the "bootstrap" button you first do the thing which you have chosen with one of the three radio buttons. When you click on connect emule automatically uses first its nodes.dat or, if there i no or doesn't work, then tries to connect/bootstrap from other known clients (e.g. sources).
Anyway, in most cases it should work by just clicking on connect.
