Donkey.ini File Not Loading

hi everyone,

I have been triyng to run eserver on windows2003 server. It is running, I have set the configuration from the console, but eserver is not reading the donkey.ini file? I have placed LOWIDenable=no and thisIP=212.175.xxx.xxx as an example, but eserver seems like it is not reading the donkey.ini. but when I run the exe it places a line

seckey=B87C7C37B145CA184E0E552E0651E628 # Added by eserver. Should not be public

which means it sees and uses it.?

donkey.ini and eserver is working on the same folder. is there a specific thing I have to do so it reads the config file?
