Low Id In China how to improve it?

Hello,
i just moved to china from italy...
It looks to be impossible to me to have a high ID here in Shanghai. Can I do something about it???
Can it depend on the China's Firewall (but i don't think so)?
Please help me... It is annoying to wait hours and hours for being able to download a file.

Router?

Software firewall?

No Router (but at the moment i'm using the hotel internet connection, so i don't really know) and ZoneAlarm as personal firewall....

Using hotel connection you are obviously part of a LAN and therefore routed.
