Hate to break it to you, but so-called optimal settings depend largely on your environment, ie. the line, the hardware used etc. Was this guide located in eMule-Project site or elsewhere?
Also, do you require help with any specific settings?

It was on another site. I don't really need help but I remember that as far as optimal downloading goes, the settings the person gave me sped everything up dramatically. I had to reinstall emule so that's why I'm looking for it again.

Probably the most important one is setting proper ul limit. Find out your real available upload bandwidth and set the max ul to around 75-80% of that, in order to not choke your line totally.

Other than UL Limit, there are no settings that can speed up downloads. Number of sources and luck are the only factors.
