Failed Tcp And Low Id I've tried everything on my router and firewall is off

I have a low ID and keep failing the TCP test. I have a Linksys E2000 router and have put in the proper port numbers in "Single Port Forwarding", then tried "Port Range Forwarding" and finally "Port Range Triggering". I have turned my Windows Firewall off and am using AVG's Free Anti-Virus. I can't think of what else to try! Any ideas? Could it be my ISP blocking? I have Cox Cable.
