Fatal Error: Unable To Create Socket On Port 4662

I keep getting the Fatal Error: Unable to create socket on port 4662 when I start up emule. It was working perfectly fine beforehand... and I'm not running edonkey/overnet at the same time. What can i do to fix this?

choose:
1. reboot.
2. netstat -o and find out what oter app uses 4662
3. Change the port number 4662 can be any number below 65000 instead
