I wote for "No" becouse in the modern days an ISP can not save noticable amounts of traffic using a proxy, over 70% is regulary not chachable P2P traffic, so keeping a proxy server is only waiting og power and hardware and therefor money, I expect that the number of isp's still using proxies will decrease even mor ein the near future.
The next neo version whitch is under developenent will not longer support WC
