The point of the function is not to warn other users of bad files, but to let your eMule learn which files are spam or which servers sent such results in order to filter them out in the following search requests

A script that act like filter for Fake Server is needed, of course built-in emule.
That script could do a scan for the serverlist, search for fake servers, when the user connect to.
If the user serverlist is infected, a modal windows alert to him, even can give the chance to delete it.
The script could take the info. from IPFilter list, even a fake server DB.

Media Defender actually hoped for exchange between clients because it is easy to sabotage. Imagine one of their clients marking every good file as spam.
