Emule 0.46a Morphxt V7.1

Hi everyone,

Sorry for the late of this awaited hotfix version.
I corrected many various thing to make it stronger.
I will not be able to make a better USC (Upload Splitting Class) as the current one is mostly finalised and work as expected (If you notice some thing feel free to let me know). :-.
For those who like to show the live datarate and the true perturdation not hidden by a high average time, they just need to change it in the morph preferency arround display setting (those setting don't interfer with any slot number strategy).

- Compiled with VS2003 + wspapi.h patch by NetInfinity.

- As many people don't understand the need to display live upload data rate i added a manual setting (every one schould be happy).
