I believe you did understand the feature correctly. And as I see it, this isn't a bad thing in general.
After all, it is the server admins setting individual limits - each of those can chose to prefer sharers with few files (and thus offer contacts to many clients) or accept sharers with many files (and thus offer better search results, probably).
And it is the choice of the client to adapt to the rules of the server (i. e. either limit your shares or at least accept that only a part of these will be indexed, that's why there is both a hardlimit and a softlimit) or prefer to avoid servers that aren't flexible enough for your needs.
I have this setting checked because I want all my 500 shares be indexed. Actually this doesn't really limit my choice of a server, but in case I have 503 shares and happen to connect to a server whose softlimit is 500 I wouldn't really want
my three current releases to be ignored which could well happen as
I have no control over which three shares will be ignored by the server. Therefore I rather ignore this server and select another one - this is what said setting then does automatically.
If I were sure that
a) my client sends my shares ordered by share priority (including PowerShare parameters) and
b) the server would index the first shares up to the softlimit
I wouldn't need this options. But as things are, it provides an additional security mechanism for me as not to accidentally hide myself as the only available source for some important files.
